Plugin not installable?

What does it mean when I try to install a plugin but I can’t?
The install button is disabled ?

it’s happening for the plugin vojtasvoboda.twigextensions on october v3.

if i try to install it through composer, it goes through but it acts as if it was not install, i can’t use any of the twig filters, I can’t remove the plugin as well.

This usually happens when you don’t have a project attached to your app. If you bind your project to the app it should enable the button.
